Introduced Strengthening Transparency and Obligations to Protect Children Suffering from Abuse and Mistreatment Act of 2023 (STOP CSAM Act/ S 1199)

On 19 April 2023, the Strengthening Transparency and Obligations to Protect Children Suffering from Abuse and Mistreatment Act of 2023 (STOP CSAM Act/ S 1199) was introduced in the United States Senate. The Act amends the Victims of Child Abuse Act of 1990 to strengthen mandatory reporting of child abuse and adds computer repair technicians to the list of mandatory reporters of child abuse. Further, it requires entities to report to the CyberTipline of NCMEC within 60 days after obtaining actual knowledge of any facts or circumstances that indicate an apparent, planned, or imminent violation of certain sections related to child exploitation or any apparent child pornography on their service, network or platform. Finally, the Act outlines civil penalties for providers who fail to comply with certain provisions of the Act.
