On 1 December 2020, the Export Control Law of the People's Republic of China came into effect. The law applies to the export of dual-use items, military products, nuclear goods, technologies, and services related to safeguarding national security, and aims to safeguard national security, nonproliferation, and regulate export control. The state export control authorities are in charge of export control, which is further disciplined through the Regulations on Export Control of Dual-Use Items. The law also includes provisions for licensing, investigations and legal liabilities for violations, including fines. The law allows for countermeasures against any country or region that endangers China's national security or interests by abusing export control measures.
