Published Law Commission advice to Government on remote driving

On 20 February 2023, the Law Commission of England and Wales published a document titled “Remote driving: advice to Government” outlining its reform recommendations for remote driving. In the short term, the Law Commission proposes a new regulation to prohibit beyond-line-of-sight remote driving without an in-vehicle safety driver and to prohibit remote driving from abroad until appropriate international agreements are in place. On the long term, the Law Commission proposes the creation of a new statutory licencing scheme for companies deploying remote drivers beyond line-of-sight by adding to special categories, namely licences for remote driving used as an add-on to self-driving and licences for independent remote driving.
