Issued ruling in investigation into Meta for combining data collected from its core services

On 20 October 2022, the Turkish Competition Authority (TCA) announced it had concluded its investigation into Meta and issued a fine of TRY 346’717’193, approximately EUR 18.6 million. The TCA found that Meta has a dominant position in the market and abused its position by combining data from its core services. In particular, the TCA found that Meta was combining the data it had collected from its services, Facebook, Instagram and WhatsApp, affecting the competition negatively in the market. Furthermore, it was found that Meta limited the access to its competitors and entities operating in the online display advertising market access to social networking services and created barriers to accessing the market.
