On 2 September 2022, the Anti-Telecom and Internet Fraud draft law is adopted by the Chinese Standing Committee. The law stipulates standards for the telecom, internet, and financial sector to limit online frauds. According to the law, telecom companies are required to show the “true” number calling (including the country and area code) and to block spam calls. Telecommunications business operators, internet service providers and bank, financial and payment service providers are encouraged to adopt monitoring and risk-management activities to reduce suspicious behaviours. Particularly, payment service providers are allowed to collect and analyse IP and MAC addresses, location information, or point-of-sale information to reduce suspicious activity. Finally, any technological devices or services that facilitate online scams may not be sold or manufactured, including include SIM boxes, platforms that can send out SMS in high numbers, or services that allow numbers to be suppressed or changed.
