On 4 April 2023, the Personal Information Protection Commission (PIPC) announced the establishedment of the Public-Private Consultative Group for drafting Online Customized Advertising Personal Information Protection Guidelines. In particular, the group will define the roles and obligations of advertising operators and media operators to ensure effective application of policy guidelines for online behavior information processing. The guide will include measures regarding the lawful collection and processing of data and standards for processing data without identifying individuals. Furthermore, the group intends to draft measures measures to enhance protection of individuals' online behavior information, including improving control over customised advertising for data subjects and exploring methods for control even when specific individuals aren't identified.
