Announced CAC special action of Qinglang Internet Violence Censorship

On 17 November 2023, the Cyberspace Administration of China (CAC) launched a special action of Qinglang Internet Violence Censorship with the aim of clearing internet hostility. The action covers four main areas. First, the action clarifies the work objectives by identifying the key areas where internet hostility is most present and engaging the responsibility of the platforms. Second, seven issues were identified on which a special focus is placed. These issues include the topics of combatting designated accounts to spread hatred and rumours, stigmatisation of specific groups and the aim of inciting regional conflicts, broadcasting of harmful behaviour, organised malicious reporting, and igniting extreme emotions. Third, accounts, groups, and forums in violation of the established rules should be investigated and punished in accordance with the law. Fourth, in order to implement the measures effectively, a sufficient workforce is required while strengthening the responsibilities of the platforms and enhancing public awareness. The action is launched for a month, until 16 December 2023.
