On 18 October 2023, the Cyberspace Administration of China (CAC) published the Global Artificial Intelligence (AI) Governance Initiative. The initiative aims to establish a framework for countries to collaborate to improve the information exchange and technological cooperation regarding the governance of AI. Specifically, the initiative recommends establishing an AI risk assessment system and legal frameworks to ensure it follows a people-centred approach and respects national sovereignty. The initiative aims to establish ethical standards and regulations for the responsible application of AI and ensure transparency, accountability, and inclusiveness within the field of AI and its implementation across sectors. Finally, the initiative supports discussions within the United Nations framework to establish a global institution for AI Governance and coordinate efforts to address global AI development, security, and governance issues. The initiative was proposed at the 2023 Belt and Road Forum.
