Published Ibero-American Charter of Principles and Rights in Digital Environments including user speech rights

On 25 March 2023, the Ibero-American Charter of Principles and Rights in Digital Environments was adopted. The charter aims to promote common principles that states should consider when adopting or adjusting national laws and implementing public policies regarding protecting rights and fulfilling responsibilities in digital environments. It applies to businesses and civil society. The charter emphasises safeguarding freedom of expression and the right to inform and be informed in new media while operating within the framework of existing national laws to strengthen the protection of human rights and democratic values. It also acknowledges that exercising this right involves special responsibilities, and any restrictions on this right must be clearly defined by law or national constitutions. Such restrictions should be necessary to ensure respect for the rights or reputation of others, the protection of national security, public order, or public health and morals.
