United States of America: Implemented Final Rule on Preventing the Improper Use of CHIPS Act Funding

On 24 November 2023, the National Institute of Standards of Technology (NIST), an agency of the US Department of Commerce, implemented the Final Rule on Preventing the Improper Use of CHIPS Act Funding. These regulations constrain recipients of CHIPS funds from extending semiconductor manufacturing overseas in countries of concern, categorise specific semiconductors as pivotal to national security, and specify limitations on collaborative research and technology licensing with foreign entities.
