On 20 November 2022, India's Ministry of Communications closed its consultation on the draft Indian Telecommunication Bill, 2022 including licensing requirements. The draft bill would give the Indian Government the exclusive power to issue licenses to and register telecommunications service providers, telecommunications network providers, and telecommunications infrastructure providers (Chapter 3, Article 4).
